Ο Δρ Ανδρέας Παναγόπουλος είναι Υδρογεωλόγος, Διευθυντής Ερευνών του Ινστιτούτου Εδαφοϋδατικών Πόρων (ΙΕΥΠ), του Ελληνικού Γεωργικού Οργανισμού «ΔΗΜΗΤΡΑ». Τα κύρια ερευνητικά του ενδιαφέροντα είναι η διαχείριση υδατικών πόρων, η παρακολούθηση της ποσότητας και ποιότητάς τους, η μαθηματική προσομοίωση υπόγειας ροής και διασποράς ρύπων, η σχεδίαση και διαμόρφωση πολιτικών διαχείρισης του συστημάτων NEXUS με συμμετοχικές διαδικασίες, η υδρογεωλογία και οι επιπτώσεις της κλιματικής αλλαγής στα υπόγεια υδατικά συστήματα. Διαθέτει πάνω από 25 χρόνια επαγγελματικής εμπειρίας και έχει συμμετάσχει σε περισσότερα από 40 εθνικά και διεθνή ερευνητικά έργα, στα περισσότερα εκ των οποίων ως επιστημονικά υπεύθυνος του ΙΕΥΠ, ή υπεύθυνος πακέτου εργασίας. Έχει εργαστεί ως σύμβουλος σε ευρωπαϊκές και ελληνικές κοινοπραξίες στην υλοποίηση αναπτυξιακών μελετών και έργων στην Ελλάδα και στην Τουρκία (EIUROPAID) σχετικών με την προστασία και διαχείριση των υδατικών πόρων, στο πλαίσιο εφαρμογής των Ευρωπαϊκών Οδηγιών. Έχει διατελέσει μέλος του Εθνικού Συμβουλίου Υδάτων και ορισμένος εθνικός εκπρόσωπος στην Ομάδα Εργασίας της Κοινής Στρατηγικής Εφαρμογής για τα υπόγεια νερά στην ΕΕ. Είναι συν-ιδρυτικό μέλος του Υδρολογικού Παρατηρητηρίου του Πηνειού, που αποτελεί μέλος του Διεθνούς Δικτύου Μακρόχρονων Οικολογικής Έρευνας (ILTER) και του Ευρωπαϊκού Δικτύου Υδρολογικών Παρατηρητηρίων (ENOHA). Έχει διατελέσει 4 χρόνια Διευθυντής του Ινστιτούτου Εγγείων Βελτιώσεων.
